Abstract: In 2004, after a change of regional government in Catalonia, the Parliament approved the “Law for the improvement of neighbourhoods, urban areas and towns that require special attention”. Thanks to its relevant economic size and its innovative approach this Law had become during recent years the most powerful tool for urban regeneration. Taking into account this context, the aim of this paper is to analyse, compare and evaluate the implementation of two urban regeneration plans implemented in the framework of this law. Two neighbourhoods (La Mariola in Lleida and Campclar in Tarragona) are used as case study. Both are urban areas are characterised by the high presence of social housing and face similar urbanistic, economic and social problems. After a brief mention of the regulatory context, the article focuses his attention, firstly, on the empirical analysis of the respective urban regeneration plans (objectives, management, distribution of budget and actions by axes). Secondly, we develop an evaluation of the impact achieved in topics as urban space, social matters, economic improvement or environmental issues. This analysis is based, mainly, on interviews to local agents. Finally, is its analysed the role of key topics of the law in both cases: the integrated approach of the urban regeneration plan, institutional cooperation, community involvement and participation, innovative dimension of the actions or the applicability and interest of the experience for other contexts. El año 2004, poco tiempo después de constituirse el primer gobierno tripartito en Cataluña, el Parlamento aprobaba la “Ley de mejora de barrios, áreas urbanas y villas que requieren una atención especial”. Su gran volumen económico y sus características innovadoras lo han convertido en un instrumento muy eficaz para la regeneración integral de barrios y zonas urbanas especialmente degradadas urbanísticamente y con graves problemas sociales y económicos. En este contexto, la fi nalidad del presente artículo es analizar, comparar y evaluar la ejecución de dos planes concretos de aplicación de esta ley. Los dos casos aquí presentados son los de los barrios de La Mariola en Lleida y Campclar en Tarragona, dos polígonos residenciales con una problemática urbanística, económica y social bastante similar y, por lo tanto, comparables entre sí en la realización de sus respectivos Planes Integrales. Tras una breve mención al contexto normativo, el artículo se centra, en primer lugar, en el análisis empírico de los respectivos planes (objetivos, organigrama de gestión, inversiones por ejes). En segundo lugar, a partir de entrevistas a los agentes que han ejecutado el Plan y a vecinos y comerciantes, se realiza una evaluación de sus resultados en aspectos tales como su impacto en la transformación del barrio (en términos urbanísticos, económicos, sociales, ambientales y de imagen), su carácter integral, su dimensión innovadora, la posibilidad de aplicación en otros contextos y la importancia de la cooperación institucional y la participación ciudadana.
