This research is focused on the problem of risk communication management in Argentina and Brazil, analyzing disaster risk governance from the perspective of exposure to threats and social vulnerability. It is about entering into the paradigm shift that involves facing disasters as an opportunity. Under this paradigm shift, the aim is to deepen the understanding of the various ways of approaching disaster risk management in relation to the emergence of two recent phenomena of great significance: the global pandemic produced by the COVID-19 virus and its management. in Brazil and Argentina, on the one hand; and on the other, the consequences and environmental impacts produced by climate change. Specifically for this task, the media coverage of the different key moments of the pandemic and, on the other hand, the floods that occurred in the urban contexts of the city of Santa Fe, in Argentina and Blumenau, in Brazil, are taken as applied examples. Given the central nature of communication in the circulation of discourses, we are concerned with surveying and systematizing in three different moments the modes of representation of governance and media coverage in relation to both phenomena. From the management of disaster risk communication we recover the communicative dimension due to the relevance it has and should have in such processes, due to its inherent transversality. The interest in communication in the risk management of COVID-19 and climate change is due both to the global importance of both phenomena and to the centrality that their analysis has in the configuration of the risk problem, as well as in policies. public entities linked to managing crises, emergencies and concatenated disasters.
