Abstract:Born in Tarragona, I always had the need to analyse the decision making process of my city, need that corresponds to the will of collective local improvement. This is the reason why this project does not treat of the formulation of a concrete, real or possible strategic plan, fundamentally the decision making process tries to know and to analyse among the strategic planning of the city from the managing point of view; Why do we do the things in a certain way? We often have the belief that all the actions that are realized from the managing entity are studied correctly or quite the opposite. This hypothesis takes us to the following question: Do we take suitable decisions, or are they motivated for personal interests? To carry out this task it has been analysed the origin and interpretation of the concept, as well as his adjustment to the territorial management, transverse tool of governance. The study is based on the analysis of the urban transformation process realized on Barcelona, initiated in the decade of the 90’s and turning it into a worldwide model, up to the new current paradigm, which questions the lace of the tourism inside the urban planning. The expert’s' participation in strategic planning has been the key to give response to the questions arisen during this study, as well as for the reflexion and formulation of a self -opinion. I do not claim to define dogmatic bases on the strategic planning, is not my purpose. It is to begin a reflexion in key of governance and whether this is a person issue or thoughts, formulating an opinion about the correct decision making process in governance key and how the future strategic plan would have to be face the future of the city and his territory, the one that says wherefrom we come and where we want to go.
