Abstract:This final project work is about how the European Law has influenced in the public limited activity of the Public Administration of Catalonia. In particular, it focuses on how it has affected the formation of a single market in the countries of the European Union in the intervention scheme, particularly by authorization of the Government on the economic activity of individuals and private services. Besides, in this matter the deepest transformation is produced by Directive 2006/123/EC of the European Parliament and of the Council of December the 12th 2006 on services in the domestic market (Services Directive). The principle of suppression of any prior administrative intervention in the economy or the service is the cornerstone of the regime from which configures the Services Directive. This principle results in the elimination of the most important traditional administrative authorization for the start of economic activities and private services. Removed prior administrative approval, the regime established thereafter revolves around other figures such as prior notification and declaration. In this paper, to address this issue, firstly, is explained theoretically in what the activity of limitation of public administration consists. Secondly, is analyzed the scope and transposition of the Services Directive to Spain and then refers to the subsequent control (inspection activity and the activity of penalties). In addition, there is a section which analyzes how local regulations of Catalonia, referring to the traditional system of administrative allowance have been affected by the Services Directive. Finally, so as to verify if actually local regulations are adapting to the Services Directive, there have been done a series of interviews with several secretaries of municipalities in Catalonia
