Abstract:A few years ago, high levels of pollution and congestion forced governments across the globe to redefine their road map. The focus on the climate emergency emphasised the urgent need for optimal and efficient measures to reverse the problem. The actions were very diverse and, as a result, there was no unanimity to determine which one was the best. Between the two most high-profile instruments, low emission zones (LEZs) and congestion charge (CC), the first measure is clearly more popular at the European level. It is now clear that pollution levels depend on congestion levels, and that congestion also has negative effects on noise pollution. The purpose of this study is to compare the measures implemented to combat congestion and pollution in cities, mainly in terms of their effectiveness, but also in terms of their efficiency and fairness.
