    Abstract:
    The environment’s protection is a matter that has been acquiring an increasingly prominent role to the point of being considered of great importance at present. The article 45.2 of The Spanish Constitution establishes that those who shall safeguard rational use of all natural resources with a view to protecting and improving the quality of life and preserving and restoring the environment, are the public authorities. Therefore, the local administrations hold a relevant position in the context of the environment’s protection and, as one of the techniques of prevention and control of the environmental crimes is the administrative repression, this academic work studies the local sanctioning power in the environment. With respect to the parts that have divided the academic work, it is organised into three main chapters: in the first, we examine the local administration’s environmental competences; in the second, we study the local sanctioning power in environmental matter; and, in the third, we analyse the local sanctioning power, but in a more specific subject: the odoriferous pollution.
