THE FOURTH LANDSCAPE. Territorial continuities to the east of the Muntanyes de Prades. The Glorieta river as a structure for critical review and counter-proposal of Alcover's urban planning

Abstract:
The Estret de La Riba is the natural connection between the Camp de Tarragona and the Conca de Barberà. This geographical passage allows the layout of infrastructures that feed large industrial areas. Consequently, the productive weight falls on these large bags, generating 190.000 m2 of residual buildings - small farms, warehouses and workshops of the 70s and 80s - scattered between a rural and urban context, along 7 villages and 30 kilometres. The surplus in non-industrial land, 110.000 m2, plays a strategic position in the 4 villages of the socalled pre-estret context -La Selva del Camp and Alcover coming from the sea; Montblanc and L’Espluga de Francolí coming from the interior- bringing together urbanely developed areas and agricultural territorial support. The program proposes two scales: the territorial one proposes to reread the territory from the gravity (west-east). The watercourses that rise in the Muntanyes de Prades regain importance, irrigate the fields and finally drain into the Francolí river. The water topography acts as a support for the roads that restructure the mountain-fields link, defining 14 lines of transversal continuity; The proposal for the municipal level is based on the definition of 4 territorial junctions, one per village, with the aim of recognizing their structuring and connecting capacity between the towns and the nearest environment. Each Junction responds to 3 conditions: they result from the crossing of a territorial continuity with some infrastructure of the axis; they are located on urbanizable land with an approved urban action estate; and they have old productive buildings on non-industrial land. The Junction with greater complexity passes by Alcover, following the Glorieta river. Its activation is based on a critical revision and subsequent counter-proposal of the POUM, with interventions in public space, the definition of a generic equipment and the qualification of intermediate residential spaces.
