Abstract:
This paper aims to explain the operation of the legal linguistic regime in the scope of the consumption, an issue where the main element to be treated has been the regulation of the Catalan language in this space. Thus, I proceeded to the analysis of the characteristics of the Catalan and Spainsh language in first place to be able to know the rights and duties recognized, its protection and its officialdom, always with the perspective offered by the Spanish Constitution, the Statute of autonomy of Catalonia and also the Case 31/2010 on the reform of the EAC. Established these bases, we fully get into the studio background, watching the linguistic rights and obligations of consumers, guarantees that they have recognized and the principles governing consumer relations, noting also in this case the Law of Language Policy and the Consumer Code. It is an aspect to highlight the different regulation on linguistic obligations between the private enterprises, the public ones, of public service or concerted, variations that occur based on the degree of affixation to the public sector. On the other hand, it has also been an important topic for the development of the paper the regulation of language rights in three broad areas: labeling, advertising and professional and work activity, in order to observe which way are reflected in this case the language rights of consumers and users. Finally, to be able to make a comparison with the Spanish and Catalan regulation, we find a general analysis of the linguistic rights of the European Union respect, considering its limits and its possible application in the Spanish territory and concluding with a study on language rights in the scope of EU consumption.
