Constitutionalising Secondary Rules in Global Environmental Regimes: Non-Compliance Procedures and the Enforcement of Multilateral Environmental Agreements

    This article assesses the performance of NCPs in global environmental regimes and finds that the reciprocal nature of obligations in some regimes hampers NCP-effectiveness. It advances tentative solutions from a constitutional perspective.
