Abstract:
The work has by object a reflection on the ways of provision of the service of supplying of water in the current context of water emergency. It treats to do a balance of the two opposing trends that govern the eternal debate. To such object, in the first place, analyses the juridical frame that it can condition the election of the way of management of the service of supplying of water, in particular the regulation contained in the LRSAL on the determination of the legally established procedure for the implantation and modification of the forms of provision of the public services. Next, they expose the peculiarities of each way of management of the service from an administrative juridical perspective take some performances of diverse content that have produced in the last years in Spain. It treats, then, to establish the more deficient and problematic appearances of each way of management, take the urgent need to improve resilience and sustainability of the supply of the water, as well as the paper that corresponds him to the local Administration in the management of the drought.
