Resumen:
The new Law 9/2017, of November 8, on contracts of the public sector responds to the incorporation into Spanish law of the Directive of the European Parliament and the Council 2014/23 / EU, February 26, 2014, regarding the award of concession contracts, Directive 2014/24 / EU, February 26, 2014, on public procurement and by which repeals Directive 2004/18 / CE and Directive 2014/25 / EU, February 26, 2014 , concerning procurement by entities operating in the water, energy, transport and postal services sectors, and repealing Directive 2004/17 / EC. The new legislation is a major change in the conception of public procurement in the whole of the Spanish State, due to its strategic orientation and its commitment to simplifying procedures, advancing the electronic processing of procedures and the guarantee of the effectiveness and efficiency. As well as, the generalized introduction of measures to control corruption in the processing and awarding of contracts, as well as the professionalization and modernization of the functions of the Contracting Committee, constitute a clear commitment to the return and guarantee of the legitimacy of public administrations.
