Resumen:
The article analyses the international, European, constitutional, statutory and local legal framework that make up a true right to social services for the citizens of Catalonia, in a post-crisis economic and social situation. Likewise, the distribution of material and functional competences in the area of social services between the administration of the Generalitat and local authorities, in particular municipalities and counties, is studied exhaustively in the light of the recent constitutional jurisprudential interpretation of the local competence reform of 2013.
