Resum:
The objective of the thesis is to analyze the water policy making in Spain and to desing a mechanism of incentives, orchestrated across a water bank, which allows to re-assing the water from the agriculture towards other uses, with the purpose of improving the economic efficiency and the sustainability, as well as to guarantee the political viability of the process of reform.
