    The objective of the study is to analyse the horizontal administrative career, particularly at the local level. The research includes an analysis of the legal framework, the concept, and characteristics of this career path, its structure, and the necessary qualifications for the professional growth of public employees. A significant part of the research has focused on the study of performance evaluation, which is a critical and strategic factor that must be an integral part of the horizontal career path. It determines promotions at different levels of professional development. The concept of career complement has been analysed in relation to the horizontal administrative career and the economic implications of career systems. It is also important to consider how the career complement fits within the limitations established by State budget laws, which can be understood through both legal and practical perspectives. Likewise, extensive fieldwork was conducted to determine the degree of implementation in local Catalan administrations based on regulatory legal instruments.
