Abstract:
This doctoral thesis analyzes the role of the landscape in the territorial conflicts, which have taken place in the southern regions of Catalonia the last fifteen years and it reflects on the ability of the landscape as determining of conflicts. To achieve this aim, the research has focused on several key aspects. Firstly, the thesis makes a theoretical review of the concept of the territorial and landscape conflict, and as well as of the landscape policies that have been deployed in recent years in Catalonia. Secondly, the thesis analyzes all the territorial conflicts that have taken place in the southern regions of Catalonia and it discerns those where the landscape has appeared as an element of conflict or claim by several social movements in defence of the territory. The research allows confirming that the conflict where the landscape appears during more time and more intensely as source of claim is in the Wind Energy deployment. And here it is where the research focuses, analyzing the role that the landscape has had in the diverse territorial and sectorial planning instruments of the Wind Energy, socio-economic and political context of the Wind Energy deployment, and analyzing the conflict between landscape and Wind Energy, especially in two relevant cases, in Priorat and in Terra Alta. All this, to reflect on if the landscape has had incidence or not in the deployment of the Wind Energy and what role played by the conflicts in the enhancement of the diverse landscapes involved in this deployment. Therefore, it analyses the factors that contribute to the appearance of conflict in relation to landscape and Wind Energy, the diverse agents that are part of it and what are their strategies and arguments, and it makes a final assessment of the implementation process of Wind Energy. The methodology used is basically qualitative, mainly based on an extensive and detailed bibliographical emptying of the various territorial conflicts, especially those related to the landscape and Wind Energy, with a description of two studies of the case. Equally the survey method is used to determine the balance of the implementation of the Wind Energy.
