Abstract:
ver the last decade, undeveloped land has been an object of special interest by the sectorial policies which have an impact on zoning and land-use planning. In the case of Catalonia, the law Llei 2/2002, de 14 de març, d’urbanisme, stated the need to preserve rural areas and specially to avoid their urbanization. However, since it was approved until today, rural land, in general, and Terres de l’Ebre in particular, has undergone a continuous development that society has worshiped as a synonym for living standard. However, since its approval so far, a rural areas in general, and Terres de l’Ebre in particular, has experienced an uninterrupted urbanization endorsed by the society as a synonym for quality of life.
Based on this approach, the object of this research focuses the analysis on the factors that could determine the proliferation of buildings intended for residential use on undeveloped land at Terres de l’Ebre during the period 2002-2015, from a legal perspective, focusing the method on the study of the barriers and socio-economic incentives in association with the proliferation of residential settlements (causes) and the functional transformations of the rural areas (effects). Thus, work and theoretical approaches presented here have focused on the study of the territorial structure (understood as the social economical organization, political, and economical) from a transversal approach to understand why it has been unable to reach the current situation, despite of the rigorous existing legal framework since 2002.
