Globalización: estudio del Movimiento de 'Los Sin Papeles' en la ciudad de Barcelona

    Abstract:
    This research studies the mobilization of 'Los Sin Papeles' in the city of Barcelona as a historical process in which converge: 1) the construction of a new European-scale Immigration Regime, of adjustment between the Spanish national regulations of migratory control and the new European norms that define the 'Euro-citizen' and the new foreigner: 'the extra-community immigrant', of 'regular' or 'irregular' type; and 2) the mobilization of 'Los Sin Papeles', the same that comprises a set of actions of organization, protest, political practices and alliances that function as forms of resistance against the implementation of the European Regime of foreigners that invisibilizes them, isolates them from the life of the public sphere, forcing them to inhabit and work in subordinated social spaces, devoid of minimum, civil, political and social rights. Through an ethnographic work of reading and deconstruction of both the new community system of foreigners and the mobilization of those classified as 'irregular', it is shown how 'Los Sin Papeles' of Barcelona question and challenge European societies about the inveterate exclusions of class, ethnicity and gender that originate in the state practices of control of human mobility that are centered on the dogmas of the institution of modern citizenship; It also reflects on how this movement of migrants who have been classified by European states as 'irregular', through their actions and political practices prefigure a new type of political belonging around the universal freedom of every person to move across borders, their 'right to choose their residence, to leave a country, including their own, and to return to their country'.
