    Abstract:
    The present research is an analysis of the tourist policy of the Balearic Islands in the international context between the years 1983, which is when it constitutes the first Parliament and Autonomous Government, until 2020 when the crisis of COVID-19 occurs. We have analysed the international evolution of tourism from the 1950s to 2020: The worldwide distribution of tourism, globalization, tourism, and the tourist multinationals of Balearic origin. We delved into tourism policy and the role of the different administrations, from the global, European, Spanish, and regional level. We introduce tourism policy and the evolution of tourism in the Balearic Islands from the 1950s until 1983. We have studied the autonomous stage and analysed as the main sources of the research the Journals of Sessions of the Parliament of the Balearic Islands and the Autonomous Legislation. From the papers of Sessions, we have analysed the inauguration speeches of the presidents of the Balearic Islands, and we have specified the tourism issues. We have analysed the laws that refer to the tourist fact, making special mention of the expositions of reasons, where the spirit of the law and its objectives are reflected. We consulted the main statistical sources to establish the evolution of the basic tourist indicators. All this to contextualize the debates of political representatives and members of the Government. We have also consulted sources from the associative movement: employers' federations, unions, the environmental movement and neighbourhood associations and the media. We covered COVID-19 and tourism and the political response it caused economically and in relation to tourism. We refer to the resumption of tourism until the summer of 2022. In general, we want to highlight the importance of tourism policy and its evolution based on the different situations and realities
