Resource allocation as a conflicting claims problem

    Abstract:
    The claims problem, also referred to as the bankruptcy problem, is a rationing problem where resources are allocated based on individual demands or claims. Insufficient resources exist to satisfy all claimants' demands, making it crucial to find a distribution method that maximizes the overall benefit of all involved claimants. This study investigates claims problems from an axiomatic point of view in two significant ways. Firstly, it applies established division rules to various contexts of claims problems to identify the fairest and most efficient rule in each case. Secondly, it proposes a novel division rule and explores a new family of rules that can adjust the degree of equal or unequal allocation to suit the English specific needs of different allocation problems.
