This doctoral thesis analyses the controversy surrounding the Park Güell (Barcelona) access regulation between 2007 and 2013 with the aim of contributing to academic debate in the environment of tourism policy. After presenting an in-depth description of events following the structure of a Greek tragedy, a number of issues are deployed that aim to extend and complement the regulatory, communicative and critical approaches of tourism studies following the theoretical and methodological postulates of relational thinking. The analysis of the controversy allows us to unravel the translation process that allowed the City of Barcelona to resolve an initial rejection situation and impose the regulation of access to the park. As regards the results of the research, a proposal is presented for the relational conceptualization of the phenomenon of tourism that emanates from different approaches and schools, and which allows tourism to be addressed as the effect of heterogeneous associations, as an ecology of mundane practices, as a moving event and as a sphere of negotiation through space and its multiplicity. Secondly, the various mechanisms that enabled tourism policies to be consolidated in Park Güell are being analysed, highlighting the process of initial overflow and subsequent displacement of the issues at stake, as well as the disorganisation of public debate around tourism. Thirdly, the debate on common goods is being deepened within a framework of disagreement about the standardisation of access regulation as the only possible solution to the problem of mass tourism.
