    Abstract:
Access to decent housing is one of the most pressing challenges facing major European cities. In Barcelona, the combination of rising prices, a limited public housing stock and insufficient regulation has made the housing market increasingly inaccessible for a growing share of the population. Against this backdrop, Vienna stands as a well-established model of success: with nearly a century of history, the Austrian capital has built a social housing system that keeps prices stable and ensures access for the majority of its residents. This paper analyses the main instruments of the Viennese model, reviews the evolution of housing policies in Barcelona and compares both realities to assess the extent to which Vienna’s measures could be transferred to the Barcelona context. The methodology is based on a qualitative and quantitative analysis of academic sources and official statistical data. The findings suggest that, while an exact replication of the Viennese model is not feasible, some of its tools are transferable provided they are adapted to the institutional and financial conditions of the city.
