Abstract:
This research consists in a description of the emergency model of the Generalitat of Catalonia. The work is divided into three different parts that seek to answer the following questions: How did we reach the emergency current model? Which model of emergencies do we have? Where is the current emergency model going? To answer the first question, a brief historical summary is done mainly based on the figure of Firefighters, because for many years they assumed all the functions that now different agencies share. To answer the two following questions, a fieldwork is done based on interviews to people with different positions, who can provide a valuable opinion depending on their responsibilities. At the same time, there are also mentions to doctrinal references and articles from the Catalan Public Safety journal. The development of this research starts with the resolution of the emergencies from Catalonia Civil Protection, in order to gradually incorporate all the agencies involved in the resolution of various emergency situations in their respective emergency plans. Starting with a temporary explanation of the current emergency model, it also appropriate to analyze it from this perspective. We have to consider that the law that enables the deployment of civil protection functions is the first in time (Law 4/1997 of Civil Protection of Catalonia). Having looked at this law, we analyze the law 9/2007 which integrates with Catalonia 112 throughout the emergency structure, partly told in the previous chapters.
