Abstract:
This document will focus on family benefits of Social Security. As will be evident, in Spain the system of social protection to the family requires much more ambitious measures, in most European countries are expand and are retrofit the policies of family support through the elimination of those obstacles to reconcile the paid work and childcare, Laying down new benefits to bring them into line with the changes in family structure, benefits graduate because of the needs of family, re-entry is provided in the labor market who left him for caring for children , etc. . The art. 39.1 of the Spanish Constitution recognize the need for social, economic and legal protection of the family. This Constitutional mandate, is not reflected in the legislature devotes little attention to the family, their problems and their needs. In times of crisis like the present , family benefits are much more urgent and unavoidable, because social protection of the family, in addition to other situations of need, leading to declining birth rates , and therefore, an aging population , with the consequences that this entails when funding future pensions. Using a brief tour of the regulatory evolution of social protection to families and by analyzing the existing framework of family benefits - contributory and non-contributory - dispensing Social Security to families with children, defined as an element must deal with the extraordinary expenditure of maintenance and training of dependent child, is intended to assess the scope and meaning that the public welfare system dispenses the familiar fact.
