Abstract:
The aim of this paperwork is based on learning what the energy efficiency certificate is, how to use it and which laws are designed to support that certificate. Therefore, it is highly recommended to be initiated in the European framework in order to know the environmental background such as how was the environmental law originated, which are the member states and which is the EU’s aim in order to achieve a more respectful habitat with the environment. If people are capable of reducing the amount of energy from the environment, then we could be able to live in our world in fully harmony with the environment. This environmental spirit is transmitted by means of treats and directives. Almost all the government regulations in terms of environment come from the European Union through the directives’ transpositions. Many controversies have been arisen since not all the member states were signed up for the environmental European laws’ requests at the same time and in the same way. The Spanish State lacks energy efficiency in its buildings, its location as a Mediterranean country would be a disadvantage when building them such as isolated closings, sun orientation among others. This project wants to focus on the Spanish legislation into force that determines that the newly constructed buildings and the ones that have already been constructed must satisfy certain requirements in order to be considered efficient. The document which certifies this validation is called the energy efficiency/performance certificate. The state delegates the Autonomous regions the power to establish independent regulatory bodies in order to manage this certificate although there are some common requirements for the Autonomous Regions. The building will be qualified according to a grade from A to G, A being the most efficient with the environment. People must have a certificate in order to certify its efficiency and they must use the appropriate software in order to validate it. As all the new establishments which are introduced into the market in the shape of taxes cause many problems since it is not always welcome by the population, especially when it implies a cost, although for others it is a great opportunity to have an added value in their property and it can also be easily rented. However, it must be bared in mind that the initial spirit is no other than to improve our environment.
