Abstract:
The aim of this thesis is to study the different models of Land Banks currently existing in Catalonia. Land banking is a tool for small‐scale spatial planning that allows reusing agricultural land that had been abandoned due to a number of reasons, without the need of extensive investment. Once the requirements and behavior of the Land Banks are known, we put forward a new model for them. To do so, we have contextualized the current state of the agricultural sector in Catalonia and we have collected the main laws that address agricultural and land tenure issues. The methodology used has been the collection of theoretical information, along with interviews and other information gathering techniques. Finally, we have carried out some field work to accomplish a case study of Vandellòs and l’Hospitalet de l’Infant. A pilot study has been conducted in this municipality to test the applicability of the new Land Bank model put forward in this project. The results are some criteria and requirements that should be taken into account in order to create a Land Bank and the description of the specific case of Vandellòs, where the tools for the management and functioning of the bank have been applied. We present the conclusions of the study in three different parts: in general, we have identified weaknesses in agricultural policies and in sectoral planning still to be implemented. We also provide guidance for those who wish to apply our model to their particular case and, finally, we present the conclusions reached from the case of Vandellòs.
