Abstract: The mouth of the river Francolí is located in the seaport of Tarragona; its evolution is linked to the growth of the seaport and its development model. The mouth is a natural area, listed as a wetland, which is located in a highly humanized environment. Therefore this area needs a development model according to the environmental characteristics including social and economic demands of the city and also the seaport of Tarragona. In this work, it proposes an environmental management of this area based on an integrating planning model, taking into account the criteria of ecodevelopment and in which the public participation plays a key role in the territorial decisions. This work discusses the development model based on an environmental planning and public participation. To reach this aim, a study will be done of a model based on the environmental management at the mouth of the river. In parallel, following the methodology established by Iconoclasistas, participatory mapping workshops will take placed with the aim to reflect on a map the past, present and future of the study area. The main results indicate that the implementation of an environmental management model will allow the integration of urban and seaport elements, achieving a more coherent development of the environment area, society and the local economy. The mapping workshops are the starting point to know which problems are perceived by citizens and their proposals for this area. Finally, the work allows the verification of the difficulties and advantages of participatory processes in the field of territorial planning.
