Abstract:
This thesis examines whether a regional guest card could function as a multifunctional destination-management instrument for the Costa Daurada. Based on a qualitative comparative analysis of European guest card systems, it assesses mechanisms related to sustainable mobility, visitor dispersion, tourism intelligence and resident acceptance. The study argues that such a model would only be valuable if designed as an accommodation-linked, mobility-integrated and governance-led platform, supported by credible funding, data governance and visible local value for residents and workers, rather than as a conventional discount card.
