Abstract: Tarragona has several idle infrastructures that are part of the city’s heritage. Current trends in Heritage Tourism Destinations are oriented to the recovery of these spaces in order to bring them back to the community for its public use, as well as to create new innovative tourist products aimed at visitors. In addition, collaboration and governance between the different tourism agents of a destination is considered key to achieving success in tourism management. Consequently, the aim of this work has been to generate a strategic proposal for sustainable tourism development that is agreed and validated by the different agents involved, aimed to an idle building in the city.
