    Abstract:
    The study I have done refers to the reserved public contracts. The document begins with the analysis of the social nature of public procurement both at European level and the state level. With the evolution of this social character it was shaping the existence of aspects that go beyond the economic sphere so far that had reigned in this type of contract. The public procurement progresses to the emergence of so-called reserved public contracts, which are defined as those public contracts which are reserved for entities dedicated at the labor and social integration of people with disabilities or at risk of social exclusion. This legislative evolution includes the analysis of two european public procurement directives dealing with the issue analyzed, such as Directive 2004/18/CE and Directive 2014/24/UE. With this legislative novelty is allowed to public procurement to take part of social politics of the European Union, investing directly in the material equality of its citizens and equal access to public contracts. Finally is explained that in order to perform these contracts the contracting authorities have to meet certain requirements in defense of the general principles of public procurement such as the principle of equality, the principle of transparency or non-discrimination.
