Abstract:
Present work has as its main purpose to carry out a juristic study about the situation of the use of the electronic media in public administrations. The use of electronic media in public administrations has been recently conditioned by the politics of the European Union in order to introduce an entirely electronic and homogeneous Public Administration in all its member states. These politics have favoured the promulgation of the General Administrative Procedures laws and the Public Sector Legal Status laws that are going to make the eadministration the main stage of the administrative action carried by the public administrations at the end of this year. In the first chapter titled The e-administration and its regulatory framework I will analyse this new way of managing from its origins, according to aspects such as its concept, its regulatory framework, the e-administration principles and citizens’ rights; in order to communicate with the Public Administration through electronic media. The second chapter about The administrative action and the access to the electronic Public Administration has as purpose to carry out a comparative study between current regulation and the regulation that will shortly come into effect. In the seventh section, related to The electronic public procurement, I will analyse the new Directive 2014/24/UE which introduces new electronic public procurement techniques and which has come into effect last April. Finally, in the third chapter titled The situation of e-Administration in Catalonia and in the Catalan local administrations I will analyse the regulatory framework of the e-Administration in Catalonia and the progresses made in relation to the new model of managing in the Administration of the Generalitat of Catalonia and the local Administration.
