Disaster Resilience Case study Ciudadela El Recreo (Bogotá - Colombia) Flood by the winter wave 2010-2011

    Abstract:
    Variations in climatological phenomena in combination with the occupation of territories with the presence of threat have led throughout Colombian history the occurrence of socio- natural disasters. In this context, the successful resilience processes developed by the populations that occupy these territories, it takes on a relevant role, as it ensures that in the event of new catastrophic events the levels of affectation may be lower and the recovery processes faster and more comprehensive. This study proposes through the analysis of 5 categories and 19 integrating elements of the social capital, to determine the existence of processes of community resilience in the resident population of the Ciudadela El Recreo, an urban housing project for low-income population in Bogotá (Colombia), that in 2011 were affected by the flooding of rainwater and wastewater. The methodology was applied through 12 interviews, which were distributed in 10 group interviews to 33 inhabitants of the Ciudadela and 2 interviews with officials with local public administration and the emergency management officials. Through researching is determined that aspects such as the network organization between residential groups, as well as participation in territorial planning and risk management processes, are the elements that are mostly and that prevent this community from being completely resilient. All this despite recognizing learnings left by the disaster event and having implemented infrastructure adaptations, improvements in property insurance and training in emergency situations.
