Abstract: This article aims to study the degree of introduction of the horizontal administrative career in the Catalan local administration, based on the regulatory legal instruments that have been approved. Despite being a very interesting professional career pathway for local authorities, since it allows the professional development of public employees without changing their workplace, its effective introduction is residual, mainly due to the lack of legislative development of the basic state regulation on the civil service. Furthermore, some local authorities which have decided to apply it have done so without assessing its performance, one of the elements necessary to guarantee the smooth running of career systems.
