    Abstract:
    This work pretends be a study of the new 19/2013, December 9th, transparency , public access to information and good governance act through its contextualization inside the reception by the Spanish administrative culture of good administration values, public integrity and good governance, citizen participation in shaping the administrative will, and especially administrative transparency. The latter, as well as for its establishment as a structural principle of organization and administrative action, the general duty of the governments to the citizens by providing truthful information of public relevance, like command shared with the media to form free and conscious public opinion, derivative of the fundamental right to receive information. And finally , the constitutional citizens’ right to access documents and files in the hands of the government, mainly in terms of the right to make requests or receive information from this, both individually and collectively in the public procedure affairs of vital importance for the community, either the enactment of statutory provisions , urban development plans or environmental impact reports , among others. Or in the face of the right of the defense of the person concerned , both individually and collectively, in the administrative procedure. So the concepts of good administration contextualize, and specially transparency, in a theoretical framework, it will pick out the meaning of law, culture and public administration to establish the latter, both as an organization and action , above all, it will be fixed the criterion which governs the called European administrative union, European integration framework of the Spanish government respect of European Union government and the other member States in their confluence inside a common administrative and constitutional European public multilevel space.
