Internal promotion in local government : civil servants and workforce.

    Abstract:
    This present draft has as main objective to determinate the relation between the work factors and internal promotion in local governments, concretely, from public servants and public employees. To achieve this goal the project starts with the relation of history antecedents in this issue followed by the methodology to use which has been based in the study of Public and Administrative Law manuals and jurisprudence connected to the aspects to assess. On the first chapters of the work there are developed the questions related to the competences about public administration distribution between autonomous communities and central state, item connected with the second chapter which is referred to the basic legal regulation and the development the public administration makes of it. There are also developed the main characteristics of the local public employees as well as those from the access and selection system in the public labour market. In the next chapter it is explained the internal structure of the public function and the jobs supply. Chapters four and five contain the main part of the project due to the treatment of the promotion modalities as seen on the LMRFP and on the EBEP, some comparatives between both regulations and the relation between the work factors named at the beginning confirming the linking between seniority, education, accomplishment and retribution with the internal promotion in the local governments. This final issue has been supported with the collective bargaining agreement from the local government in Reus. With the final considerations the draft gets closed by proposing the elaboration of only one statue and the accelerate of the promotion process, and so the costs reduction and investments in formative plans. Lastly, it is proposed to add a practical part to the access to the public administration exams.
